Voluntary health insurance
If you do not belong to any group of people with health insurance, you can take out a voluntary health insurance policy.

Voluntary health insurance policy gives you access to the Estonian Health Insurance Fund's services and benefits (except for temporary incapacity benefits) and you pay the insurance payments yourself.
You can sign the contract for one year at a time on the Health Portal.
Read the terms and conditions of the insurance contract (EST,DOCX)(Opens in new tab).
The insurance entitles you to:
- use health care services through the Estonian Health Insurance Fund;
- purchase discounted medicines and medical devices on the same terms as other insured persons;
- receive both financial and non-financial benefits, except for temporary incapacity benefits.
How long is the contract and how much does it cost?
You can sign a contract for up to 1 year. By signing the contract, you are assuming a financial obligation for the entire contract period. You can pay your insurance premiums monthly, quarterly, or annually.
- Annual payment: 3264 €
- Quarterly payment: 816 €
- Monthly payment: 272 €
The payment frequency cannot be changed during the term of the contract.
Please note!
Selecting monthly or quarterly payments refers to the payment frequency during the contract period. The contract period is one year, and payment is due for the entire year.

- if you move to another country;
- if you do not pay your insurance premiums on time. In this case, the Health Insurance Fund will terminate the contract, but you will still be obliged to pay for the contract until the end of the contract period;
- in the event of death.
Upon termination of the contract, the Health Insurance Fund will refund the insurance premium paid in advance, taking into account the unused time to the nearest day.

How is the payment amount calculated?
The insurance premium is calculated based on the average gross monthly wage in Estonia. The payment amount changes every year after Statistics Estonia publishes the average gross monthly wage for the previous calendar year.
