People for whom social tax is paid by the state, local government or creative union are entitled to health insurance.
Soldiers
Soldiers and persons performing alternative service are entitled to health insurance. The data is submitted to the Health Insurance Fund by the Defense Resources Agency and the Defense Forces.
Health insurance coverage begins upon entry into the health insurance database.
Health insurance coverage ends one month after release from military service.
If, upon completion of military service, the person does not have insurance on any other basis under the Health Insurance Act, the Defense Forces must pay the social tax portion of health insurance for that person for two months from the date of release from military service. In this case, health insurance remains valid for three months after the end of military service.

Recipients of spousal allowance, non-working spouses of the President of the Republic, non-working spouses accompanying officials in the foreign service or active military personnel

- persons receiving spousal allowance pursuant to § 67 of the Foreign Service Act and § 46 of the Public Service Act;
- the non-working spouse of an official or active military personnel assigned to a position in the structure of an international protection organization who does not receive a state pension and is not partially or totally incapacitated for work;
- the non-working spouse of the President of the Republic during his or her term of office and after the expiry of his or her term of office, who does not receive a state pension and is not partially or totally incapacitated for work;
- the accompanying non-working spouse of an active military personnel who has been sent on a long-term assignment abroad to perform state duties, who does not receive a state pension and is not partially or totally incapacitated for work.

- recipients of child-rich family support who are raising 7 or more children under the age of 19.

Doctoral students who receive doctoral grants are entitled to health insurance.

- they live in Estonia,
- they are of retirement age,
- they are not working,
- they do not receive a pension in Estonia.
The following persons are entitled to health insurance: persons who have applied for international protection in Estonia(Opens in new tab) and have received a decision on the granting of international protection and a residence permit in Estonia from the Police and Border Guard Board.
In this case, the conditions for receiving health insurance are as follows:
- they live in Estonia,
- they are of retirement age,
- they are not working,
- they do not receive a pension in Estonia.
