People for whom social tax is not paid
Health insurance is granted for people who don't pay social tax and social tax is not paid for them, but who are entitled to health insurance by law.
Children up to 19 years of age
Health insurance is available to children up to 19 years of age who are permanent residents of Estonia or who live in Estonia on the basis of a residence permit/right of residence.
Health insurance coverage begins when the insurance is entered into the health insurance database.
Health insurance ends one month after the child has registered their place of residence outside Estonia or on the day they turn 19.

To this end, an application and a document certifying study at a foreign educational institution must be submitted to the Health Insurance Fund before traveling abroad.

- first and last name of the student,
- the student's personal identification code or date of birth,
- the duration of the study period,
- the first and last name of the representative of the educational institution, contact details, and signature.

People receiving a state pension in Estonia are entitled to health insurance. The data is submitted by the Social Insurance Board.

- for disability pensioners, 3 months after the end of their incapacity for work.

Dependent spouse or registered partner of the insured person who is less than five years away from retirement age
The insured person's dependent spouse who is less than five years away from retirement age is entitled to health insurance. An application must be submitted to the Health Insurance Fund in order to obtain insurance.
Health insurance coverage begins upon entry into the health insurance database. The Health Insurance Fund will make the entry within five working days of receiving the correct documents.
Health insurance ends:
- when the dependent reaches retirement age (insurance may continue as an old-age pensioner);
- when the insurance of the person providing support ends.
The insured person's dependent spouse who is less than five years away from retirement age is entitled to health insurance. An application must be submitted to the Health Insurance Fund in order to obtain insurance.
Health insurance coverage begins upon entry into the health insurance database. The Health Insurance Fund will make the entry within five working days of receiving the correct documents.
Health insurance ends:
- when the dependent reaches retirement age (insurance may continue as an old-age pensioner);
- when the insurance of the person providing support ends.
