Health insurance
In Estonia, national health insurance is organized by the Health Insurance Fund.
The following have the right to health insurance:
- Permanent residents of Estonia,
- People living in Estonia on the basis of a residence permit or right of residence,
- People legally staying in Estonia on a temporary basis.
In the first two cases, a person is entitled to health insurance if they:
- are employed and pay social tax or social tax is paid for them, or
- are treated as insured persons, or
- have entered into a voluntary agreement with the Health Insurance Fund.

A legal resident of Estonia with a temporary residence permit is only entitled to health insurance if they are employed and social tax is paid for them or they pay social tax themselves.
If, according to the population register, the permanent residence of a person with health insurance is no longer in Estonia, the Health Insurance Fund has the right to terminate their health insurance.
