Additional reimbursement for medicines and medical devices
If you spend more than €100 per year on prescription drugs or medical devices, you are eligible for additional compensation from the Health Insurance Fund.
The additional compensation automatically covers higher costs when purchasing drugs from a pharmacy or medical devices from a medical device retailer. The additional reimbursement applies to all persons insured by the Health Insurance Fund and is automatically applied when purchasing prescription drugs or medical devices with a discount prescription; no application is required.

How is additional compensation calculated?
Additional compensation applies to expenses incurred for medicines and medical devices subsidized by the Health Insurance Fund in one calendar year. The additional prescription fee of €3.50 for the purchase of medicines is also taken into account.
Expenses incurred for the following are not taken into account:
- over-the-counter medicines (medicines without a prescription),
- prescription medicines that are not subsidized by the Health Insurance Fund,
- medical aids reimbursed by the Social Insurance Board.
The following principles apply to the reimbursement of medicines and medical devices purchased with a discount prescription:
- If the amount is less than €100 per year, no additional reimbursement will be paid.
- If the amount is between €100 and €300 per year, 50% of the amount exceeding €100 will be reimbursed.
- If the amount exceeds €300 per year, 90% of the amount exceeding €300 will be reimbursed.
NB! Before calculating the additional compensation, the amount exceeding the reference price or agreed price, i.e. the avoidable co-payment, is deducted from the amount spent on medicines and medical devices.
If additional compensation is not received for technical reasons
If, for objective reasons (e.g., technical malfunction in the digital prescription system), it is not possible to apply the additional discount, you will automatically receive it with your next purchase or be reimbursed for the additional discount you did not receive upon request.
To do this, you must submit an application to the Health Insurance Fund, stating:
- the applicant's first and last name,
- personal identification code,
- bank account number,
- contact telephone number and e-mail address,
- signature,
- date of submission of the application.
The application can be sent by e-mail to info@tervisekassa.ee, by post to Liivalaia 36, Tallinn 10132, or brought to the Health Insurance Fund in person.
