Exceptional reimbursement of medications
Sometimes, the Health Insurance Fund reimburses medications on an exceptional basis, for example, if the medication is not available in Estonia or if it is needed to treat a rare disease.
Which medicines are reimbursed on an exceptional basis?
The Health Insurance Fund may reimburse the following on an exceptional basis for outpatient use, i.e. for independent use at home:
- medicines that do not have a valid marketing authorization in Estonia;
- medicines that are included in the Health Insurance Fund's list of subsidized medicines but are needed for another indication;
- dietary supplements used to treat rare congenital metabolic disorders.
The Health Insurance Fund considers diseases listed on the European Union's official rare diseases portal(Opens in new tab) to be rare.
In most cases, medicines are reimbursed at a 90% discount rate on an exceptional basis, and in the case of rare diseases, at a 100% discount rate.
As a rule, reimbursement applies throughout the entire treatment period.

Automatic reimbursement of medications
In some cases, the Health Insurance Fund reimburses medications automatically on an exceptional basis, without the patient or treating physician having to submit an application. This is possible if the medication is used on the recommendation of a professional medical organization(Opens in new tab) and certain conditions are met: the need for treatment is high, there are no other treatment options, and the price is reasonable.
