Healthcare professional
A healthcare professional is a clinical psychologist, physical therapist, or speech therapist.
Starting in 2024, clinical psychologists, physical therapists, and speech therapists with the appropriate qualifications and licenses will be able to enter into direct agreements with the Health Insurance Fund. This will allow them to provide services funded by the Health Insurance Fund (previously, they were paid through the family doctor's therapy fund).
Healthcare professionals may charge patients a visit fee for services reimbursed by the Health Insurance Fund, but they may not charge a co-payment.

How to get an appointment with a healthcare professional?
Talk to your family doctor or general practitioner about your health concerns. If medically indicated, the doctor will issue you a digital referral to see a physical therapist, clinical psychologist, or speech therapist. The scope and content of the service will be decided by the specialist providing the service in consultation with you.
If you have health insurance, you will only have to pay the visit fee at a Health Insurance Fund contract partner(Opens in new tab). If you do not have health insurance or choose a service provider that does not have a contract with the Health Insurance Fund, you will have to pay for the service yourself.
You can book an appointment on the Health Portal, but also by phone or e-mail. If there is no suitable time available immediately, find out when new times will become available. You can also ask to be added to the waiting list.
The healthcare professional providing the service does not have to be located near your place of residence – you can receive assistance anywhere in Estonia.
With one referral letter, you can only register with one service provider, and you have six months from the date of issue of the referral letter to do so. If you have already registered with a service provider and used the service, you cannot change service providers under the same referral letter.

In certain health conditions, some healthcare professionals may also offer services in your everyday environment, e.g. at home. This indication must be stated in the referral letter issued by your family doctor or treating physician. Some institutions also offer video consultations with clinical psychologists.
